Government Grants - Insulation

With the introduction of the government grants to reduce our National carbon footprint by insulating all our homes for "FREE" there has been a stampede of applications. Is the result of this initiative going to add to the world's environmental problems by increasing the resources necessary to manufacture all of the glass fibre batts? We are jumping on the band wagon and selling glass fibre batts at rock bottom prices but I wonder if there shouldn't be a levy on sales (and profits) made by resellers like our selves as well as installation companies to fund further research into more productive schemes. The positive impact from most types of insulation schemes is long term, how about taxing power usage directly thereby encouraging people to reduce their consumption and having an immediate impact.
